You may try the steps as below and check if the issue gets fixed,

Note :MDAC comes pre installed with Windows 7 and it has got latest version , Its not required to install MDAC on Windows7.

As a work around you need to install the software in Vista compatibility mode to do that you need to follow the steps provided below.

Mdac 2.7 Sp1 Windows 10

Locate the installer.exe file in your file system and right-click on the file. From the contextual menu, choose Properties > Compatibility . Choose the version of Windows you want to emulate and select the “Run this program in compatibility mode” checkbox. Run the installer
